Terms of Service
These terms are the agreement between your business and Kavara Inc. ("CommLocker",
"we") for the CommLocker apps, the website at commlocker.io and the phone service behind them. By
creating an account or joining a business on CommLocker, you agree to them. Our
Privacy Policy, Acceptable Use Policy and
Data Processing Addendum are part of these terms.
1. The service
CommLocker gives a business a phone number (a CommLocker Line) and keeps every call, text and voicemail on it, and the email, meetings and messages the business connects, as records. Each record is fingerprinted when it is captured and stored so that no one, CommLocker included, can change it. Ask, the AI assistant, answers questions over those records when the business turns it on.
CommLocker is for businesses in the United States. The apps run on iPhone and Android phones.
2. Accounts and teams
- You sign in with Apple, Google or a code we email you. There are no passwords. You can add a two-step check with an authenticator app, and lock the app with Face ID, fingerprint or passcode.
- A person belongs to one business. The person who creates the business is its Owner.
- On the Business plan, the Owner can invite people as Admins, Members or Bookkeepers. What each role can see and do is shown in the app. When someone leaves, the records they captured stay with the business.
- The Owner is responsible for the business's account, its team and its plan.
3. Plans, trial and payment
Plans. Each plan includes phone numbers, call minutes, texts, Ask questions, storage and, on Business, a team. The current plans and prices are shown on our website before you start. Minutes, texts and Ask questions are shared by the whole business and reset each month on the billing day.
Free trial. Every plan starts with a 14-day free trial, one per business. A card is needed to start it; nothing is charged that day. We remind you 3 days before the trial ends. If you don't cancel, the plan starts and the card is charged.
Paying. You pay on our website through Stripe, monthly or yearly. Nothing is sold inside the apps. Invoices and the card on file are managed on the web.
Changing plans. Moving to a larger plan or to yearly billing takes effect at once, and you pay the difference for the rest of the period. Moving to a smaller plan or to monthly billing takes effect at your next renewal.
Using more than your plan. We tell you when the business has used 80% of an allowance. Past 100%, if the business has allowed extra use, it is billed per unit, up to the monthly spending limit the business sets. With extra use off, or at the limit, outgoing calls, outgoing texts and new Ask questions pause until the allowance resets. Capturing records and receiving calls never stop. The rates for extra use are listed with the plans.
How use is counted: call minutes in both directions, per call, rounded up to the minute; voicemail is free; a text counts once however many parts it is split into, and a text with a photo counts as one text; an Ask question counts when its answer is delivered.
Taxes. Telecom taxes and fees that apply to your service are added to your invoices.
If a payment fails. We retry the card for 14 days and tell the Owner by email and in the app. Everything keeps working meanwhile. After 14 days the business is paused: outgoing calls and texts stop, incoming calls go to voicemail, and records stay open. After 30 days paused, the plan ends as if it had been cancelled (see below). Paying the invoice at any point before then restores the business at once.
Cancelling. You can cancel in the app in one step. The plan runs to the end of the period you paid for, and any extra use in that period is billed then. After that:
- for 90 days the account is read-only, so the business can export everything;
- calls go to voicemail, and the business's numbers are held for 30 days so they can be moved to another provider, then released;
- after the 90 days, all of the business's data is deleted.
A trial that ends without a plan follows the same steps.
4. Your records
- Your business owns its records. We use them only to provide CommLocker to your business, as the Data Processing Addendum sets out. We never sell them.
- A record never changes after it is captured. Notes, Files and names sit beside it.
- Records are kept while the business has a plan and for the 90 read-only days after it ends. The Owner can delete a record, all data or the account at any time; locked copies are erased when their lock ends, and the app shows the date. Details are in the Privacy Policy.
5. Calls and recording
- Calls on a CommLocker Line are always recorded, except 911 calls, which never are.
- By default, a recording notice plays at the start of every recorded call and again to anyone who joins later. The business chooses its wording.
- The Owner or an Admin can turn the notice off. If your business turns it off, your business is responsible for telling everyone on its calls that they are recorded, as the law where they are requires. Turning it off is confirmed in the app and kept in the business's audit log.

6. 911
Calls to 911 over CommLocker work differently from a landline or an ordinary mobile phone:
- 911 needs your phone to have power and an internet or data connection. In a power cut or an outage, use another phone.
- Responders may not get your exact location. CommLocker sends your phone's location when you allow it and the service supports it; otherwise it sends the 911 address your business registered for the number. Keep that address up to date in the app whenever your business moves, and tell the dispatcher where you are.
- Every person who can make calls confirms once, in the app, that they understand these limits.
- Every 911 call alerts the business's Owner and Admins.
- 911 can't be texted through CommLocker. Call 911 instead.
7. Texting
Registration. US carriers require business texting from local numbers to be registered. The business gives the details in the app, and CommLocker registers them with the carrier and pays the registration fees. Texting to customers stays limited until registration is approved; calls work meanwhile.
Your business's responsibilities. Your business is responsible for having each person's consent before it texts them. Don't send marketing texts without the person's express written consent. CommLocker has no bulk or campaign sending, and group texts are small.
Opting out. CommLocker honours opt-outs for your business:
- The first text from each of your numbers to a new person ends with your business name and "Reply STOP to opt out".
- A person who replies STOP (or STOPALL, UNSUBSCRIBE, CANCEL, END, QUIT, REVOKE or OPT OUT), or asks in plain words, gets one reply confirming it, and nothing more. Your business can't text them again until they reply START or UNSTOP.
- Anyone on your team can also mark a person as opted out.
- A person who replies HELP gets your business's name and how to reach it.
For people who get texts from a business on CommLocker. Message frequency depends on your conversation with that business. Message and data rates may apply. Reply STOP to stop texts from that business, and HELP for help.
8. Ask, the AI assistant
- Ask and AI summaries are off until the Owner or an Admin turns AI on, and each person agrees before their first use of Ask. Anyone can turn Ask off for themselves.
- Ask works through OpenRouter with models from Anthropic, OpenAI or Google that keep nothing and train on nothing. The app names the providers in use.
- Ask sees only what the person asking is allowed to see, and shows the records each answer used so you can check them.
- Anything that changes data, sends something to someone or costs money runs only after you see exactly what it will do and confirm.
9. Your phone numbers
- Numbers your business gets from CommLocker, and numbers it brings to CommLocker, are for your business's use while it has a plan.
- While a number is being moved to CommLocker, your business gets a temporary number that works meanwhile. After the move completes, the temporary number keeps ringing for 30 days, then is released unless the Owner keeps it.
- Your business can move its numbers to another provider. After a plan ends, numbers are held for 30 days for that, then released.
10. Health information
CommLocker doesn't meet the rules for protected health information under HIPAA. Don't use it to store or send protected health information.
11. Using CommLocker responsibly
Your business must follow the Acceptable Use Policy and the laws that apply to its calls, recordings and texts. Carriers hold us responsible for what is sent over our numbers, so if a business breaks the Acceptable Use Policy, or a carrier puts its texting or a number on hold, we may pause its outgoing calls, texts or numbers. We tell the Owner why in the app.
